It's not the number of loops within a box but the length of the conductor comprising the loop.

New wording added to Sec. 314.16(B)(1) now clarifies that you must count "each loop or coil" of unbroken conductor having a length of at least twice the 6-in. minimum free conductor length (as per Sec. 300.14) as two conductor volumes when calculating conductor volume in outlet, device, and junction boxes as well as conduit bodies. This was not clearly stated in the 2005 NEC®.
